Muchnick delivered the following statement at the Northern Virginia Transportation Authority&#8217;s public hearing for its two-year update of its Six Year Program that will select locally submitted projects for funding in FY2030 and FY2031.\u00a0 <\/em><\/p>\n<p><em>He expressed support for submitting and funding active mobility and bus transit projects throughout NoVA and greater Prince William that aim to reduce dependence on auto travel or improve traveler safety; in particular, the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/6117\/7255\/1292\/MAN-004_Manassas_VRE_Line_Rail-with-Trail__Downtown_Manassas_to_Bull_Run_Trail_Phase_1.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Manassas VRE Line Rail-with-Trail Project<\/a>, the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/8917\/7255\/0985\/PWC-050_Dale_City_Transit_Priority_Project.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Dale City Transit Priority Project<\/a>, the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/5817\/7255\/0985\/PWC-049_Route_234_Trail_at_Innovation_Park.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Route 234 Trail at Innovation Park<\/a>, and the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/9317\/7255\/0985\/PWC-048_Route_15_Railroad_Overpass_and_Improvements_Project.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Route 15 Railroad Overpass<\/a>.\u00a0<\/em><\/p>\n<p><em>For this two-year update, eight NoVA localities requested a total of $1.27 billion in NVTA regional revenue for <a href=\"https:\/\/thenovaauthority.org\/application\/files\/2817\/7030\/1233\/SYP_applications_-_Summary_-_Final.pdf\" target=\"_blank\" rel=\"nofollow noopener\">27 separate projects<\/a> whose total cost is estimated to be $2.4 billion.\u00a0 \u00a0Since the expected NVTA regional revenue for that two-year period is only about $700 million, roughly half of the requested NVTA funds will be awarded.\u00a0 <\/em><\/p>\n<p><em>The 27 submitted projects have been <a href=\"https:\/\/thenovaauthority.org\/application\/files\/1017\/7248\/0314\/3._FY2026-2031_SYP_Applications_-_Evaluation_Summary.pdf\" target=\"_blank\" rel=\"nofollow noopener\">evaluated by NVTA staff<\/a> and ranked by their <a href=\"https:\/\/thenovaauthority.org\/application\/files\/6617\/7248\/0313\/4._FY2026-2031_SYP_Applications_-_CRRC.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Congestion Reduction Relative to Cost score<\/a> and their <a href=\"https:\/\/thenovaauthority.org\/application\/files\/5717\/7248\/0313\/5._FY2026-2031_SYP_Applications_-_TransAction_Rating.pdf\" target=\"_blank\" rel=\"nofollow noopener\">overall TransAction rating<\/a>.<\/em><\/p>\n<p><em>The Authority intends to adopt the two-year update to its Six Year Program at its July 9, 2026 meeting.\u00a0 <a href=\"https:\/\/www.thenovaauthority.org\/media\/press-releases\/northern-virginia-transportation-authority-seeks-feedback-27-projects-submitted-fy2026-2031-six-year-program-funding\" target=\"_blank\" rel=\"nofollow noopener\">The official public comment period for the projects submitted for this update<\/a> ended on May 17.<\/em><\/p>\n<hr \/>\n<p style=\"text-align: center;\"><strong>The Northern Virginia Transportation Authority\u2019s <\/strong><\/p>\n<p style=\"text-align: center;\"><strong>May 14, 2026 Public Hearing for the Six-Year Program Update <\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Statement by Allen Muchnick, City of Manassas Resident<\/strong><\/p>\n<p>Good evening.\u00a0 I\u2019m Allen Muchnick, a City of Manassas resident and a board member of several active mobility advocacy groups, including Active Prince William.<\/p>\n<p>I commend the various localities&#8211;and Arlington in particular&#8211; for submitting many projects for this cycle that do not expand roadway capacity.\u00a0 It\u2019s encouraging that 44% of the submitted projects, accounting for 17% of the requested funds, would primarily improve active mobility.<\/p>\n<p>While it\u2019s important to evaluate projects by their cost effectiveness, Congestion Reduction Relative to Cost is misleading by not fully measuring the adverse impacts of induced auto travel and induced auto-dependent development, which generate additional auto trips and their carbon emissions that increase congestion on the overall roadway network and exacerbate our climate crisis.<\/p>\n<p>Furthermore, while the projects labeled as roadway or intersection improvements account for only 43% of the requested funds, Fairfax County\u2019s Route 1 BRT project, which accounts for 37% of the requested funds, is also a roadway expansion project, so roadway expansions actually comprise 80% of the requested funds.<\/p>\n<p>Despite NVTA\u2019s commendable development of a <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/5317\/5269\/4867\/NVTA_PDP-BRT_JUL25_v2_onepg.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Bus Rapid Transit Action Plan<\/a>, only three bus-priority projects were submitted for this funding cycle.<\/p>\n<p>I strongly support the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/6117\/7255\/1292\/MAN-004_Manassas_VRE_Line_Rail-with-Trail__Downtown_Manassas_to_Bull_Run_Trail_Phase_1.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Manassas VRE Line Rail-with-Trail project<\/a>, which would effectively link two city downtowns and their VRE stations and provide a much-needed safe active mobility crossing of Bull Run into Fairfax County.\u00a0 As an off-roadway trail, it should have been rated high for safety.<\/p>\n<p>Among Prince William County\u2019s applications, the<a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/8917\/7255\/0985\/PWC-050_Dale_City_Transit_Priority_Project.pdf\" target=\"_blank\" rel=\"nofollow noopener\"> Dale City Transit Priority Project<\/a>, the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/5817\/7255\/0985\/PWC-049_Route_234_Trail_at_Innovation_Park.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Route 234 Trail at Innovation Park<\/a>, and the <a href=\"https:\/\/www.thenovaauthority.org\/application\/files\/9317\/7255\/0985\/PWC-048_Route_15_Railroad_Overpass_and_Improvements_Project.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Route 15 Railroad Overpass<\/a> have the greatest potential to decrease auto-dependency and enhance equity, safety, and sustainability.<\/p>\n<p>Thank you for this opportunity to
