{"id":2503,"date":"2024-12-23T01:07:27","date_gmt":"2024-12-23T06:07:27","guid":{"rendered":"https:\/\/www.activepw.org\/?p=2503"},"modified":"2025-01-21T14:13:07","modified_gmt":"2025-01-21T19:13:07","slug":"if-at-first-you-dont-succeed-send-another-email","status":"publish","type":"post","link":"https:\/\/www.activepw.org\/?p=2503","title":{"rendered":"If At First You Don&#8217;t Succeed, Send Another Email"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1778 aligncenter\" src=\"https:\/\/www.activepw.org\/wp-content\/uploads\/Seal_of_Prince_William_County_Virginia.png\" alt=\"\" width=\"600\" height=\"645\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><em>On December 17, 2024, Active Prince William sent the email below to the Prince William Board of County Supervisors to&#8211;yet again&#8211;protest the Board&#8217;s long-standing practice of placing their approval of staff applications for transportation project funding on the BOCS Consent Agenda, in the absence of any prior public involvement process.<\/em><\/p>\n<hr \/>\n<p>Dear Chair Jefferson and County Supervisors:<\/p>\n<p>Active Prince William asks&#8211;once again&#8211;that the Board of County Supervisors require the Prince William County Department of Transportation to present the Department\u2019s proposed mobility project funding submissions for public input at an advertised public hearing\u00a0<strong>before<\/strong>\u00a0they are submitted for the Board\u2019s approval on a consent agenda.<\/p>\n<p>Your\u00a0<a href=\"https:\/\/granicus_production_attachments.s3.amazonaws.com\/pwcgov\/da850b1e6b046906dd0a0533a9e9434e0.html\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/granicus_production_attachments.s3.amazonaws.com\/pwcgov\/da850b1e6b046906dd0a0533a9e9434e0.html&amp;source=gmail&amp;ust=1735007081344000&amp;usg=AOvVaw1nxuCIbstYG71wJ7giFspn\">December 17, 2024 BOCS Consent Agenda<\/a>\u00a0includes\u00a0<a href=\"https:\/\/legistarweb-production.s3.amazonaws.com\/uploads\/attachment\/pdf\/3022862\/Item_4-F.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/legistarweb-production.s3.amazonaws.com\/uploads\/attachment\/pdf\/3022862\/Item_4-F.pdf&amp;source=gmail&amp;ust=1735007081344000&amp;usg=AOvVaw1zCgiWjGSS35_kf5FmDM6C\">Item 4-F<\/a>, listing two mobility projects for grant applications for Congestion Mitigation Air Quality (CMAQ) and Regional Surface Transportation Program (RSTP) funds in FY 2031.\u00a0\u00a0The public was unaware of which specific projects would be identified until the BOCS agenda was posted.<\/p>\n<p>This consent agenda action\u2014in the absence of any prior public input opportunities\u2014perpetuates the same opaque decision process of previous Boards.\u00a0The decision will be ratified by the BOCS before Public Comment Time and with no public announcements or public input opportunities in advance regarding which projects were considered for funding.\u00a0 All decisions were made by county staff behind closed doors, and endorsed by the BOCS before Public Comment Time.<\/p>\n<p>The two projects in Item 4-F may well be the best ones to advance at this time&#8211;but maybe not.\u00a0 Moreover, the public was never given any opportunity to ensure that the\u00a0<strong>proposed scope and budget of each project<\/strong>\u00a0are adequate to suitably accommodate all travelers.\u00a0\u00a0The BOCS will never know if there were other perspectives, because the current process precludes any opportunity to gather points of view other than from county staff.<\/p>\n<p>Active Prince William has repeatedly suggested\u00a0<a title=\"If At First You Don\u2019t Succeed, Send Another Email\" href=\"https:\/\/www.activepw.org\/?p=2470\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.activepw.org\/?p%3D2470&amp;source=gmail&amp;ust=1735007081344000&amp;usg=AOvVaw1fEh6FIrYWF16SGKw7sZzY\">an alternative approach<\/a>; namely, require the County\u2019s Department of Transportation to hold an annual or semi-annual public hearing to present its proposed upcoming mobility project funding requests for public input at least 30 to 60 days before consideration by the BOCS.\u00a0\u00a0We raised this issue in our\u00a0<a href=\"https:\/\/www.activepw.org\/?p=2375\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.activepw.org\/?p%3D2375&amp;source=gmail&amp;ust=1735007081344000&amp;usg=AOvVaw1oyJ0QLOOAKkPfWcPfhiYe\">September 2023 survey of BOCS candidates<\/a>\u00a0and again at the\u00a0<a href=\"https:\/\/www.activepw.org\/?p=2494\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.activepw.org\/?p%3D2494&amp;source=gmail&amp;ust=1735007081344000&amp;usg=AOvVaw0amDJ4nM622fathkohN2iD\">May 14, 2024 BOCS meeting<\/a>.<\/p>\n<p><strong>We call on the Prince William Board of County Supervisors to issue a directive to the Prince William County Executive with the following components:<\/strong><\/p>\n<ol>\n<li>Require the Prince William County Department of Transportation (PWC DOT) to present\u2013for public comment at an advertised public hearing\u2013any proposed first-time request for regional, state, or federal funding for a new transportation or trail capital project or planning activity, in advance of bringing that funding request to the Board of County Supervisors for its endorsement.<\/li>\n<li>Cite all applicable non-local funding programs, including the Northern Virginia Transportation Authority\u2019s (NVTA) 70% and 30% funds; federal RSTP or CMAQ allocations which are endorsed by the NVTA; the Northern Virginia Transportation Commission\u2019s (NVTC) I-66 and I-95\/I-395 Commuter Choice programs; National Capital Region Transportation Planning Board (TPB) technical assistance grants (e.g., Transportation-Land Use Connections, Transit within Reach, Regional Roadway Safety Program); Transportation Alternatives Set-Aside requests submitted to either the TPB or VDOT; VDOT\u2019s SMART SCALE, Revenue Sharing, and HSIP programs; the Virginia Department of Conservation and Recreation\u2019s Recreational Trails Program; USDOT discretionary grant programs (e.g., RAISE, SS4A); Congressional earmark requests; and the Federal Transit Administration\u2019s Enhanced Mobility Program.<\/li>\n<li>Allow the PWC DOT to conduct these public hearings at any appropriate venue that includes online viewing and public comment submission components, including at scheduled Planning Commission meetings.<\/li>\n<li>Specify that the public hearing must be held at least 30 to 60 days before the endorsement request is scheduled to be placed on the BOCS agenda<b>.<\/b><\/li>\n<li>Require the PWC DOT to compile a written summary of\u2013and response to\u2013the public comments received and include that summary with the other BOCS meeting materials when they present their funding request for BOCS approval.<\/li>\n<\/ol>\n<p>We believe that the process outlined above would provide valuable community input\u2013near the very beginning of the project development process\u2013for both the PWC Department of Transportation and the Board of County Supervisors.<\/p>\n<p>Thank you for considering our proposal,<\/p>\n<div><b>Mark Scheufler &amp;
