href=\"https:\/\/www.activepw.org\/wp-content\/uploads\/Joint-Letter-on-NVTA-6-Year-Program-July-11-2022.pdf\" target=\"_blank\" rel=\"noopener\"><strong>the following joint letter<\/strong><\/a> to the Northern Virginia Transportation Authority, three days before the Authority&#8217;s scheduled adoption of a two-year update to its Six-Year Program.<\/em><\/p>\n<div id=\"outerContainer\">\n<div role=\"presentation\">Re: Recommendations to further improve the proposed FY 22-27 Six-Year Program and process going forward<\/span><\/strong><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Chair Randall and NVTA board members:<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">The undersigned 11 organizations offer the following comments and recommendations that we <\/span><span dir=\"ltr\" role=\"presentation\">urge you to adopt for the proposed FY 22-27 Six-Year Program coming before your vote this <\/span><span dir=\"ltr\" role=\"presentation\">week.\u00a0 <\/span><span dir=\"ltr\" role=\"presentation\">In summary:<\/span><\/p>\n<ol>\n<li><span dir=\"ltr\" role=\"presentation\">We support the overall direction taken by the staff and committees in their selections <\/span><span dir=\"ltr\" role=\"presentation\">from the candidate project list to fund all transit and most station access and local <\/span><span dir=\"ltr\" role=\"presentation\">complete street projects;<\/span><\/li>\n<li><span dir=\"ltr\" role=\"presentation\">However, we remain concerned that the slate of projects recommended for funding \u2013 <\/span><span dir=\"ltr\" role=\"presentation\">and the original candidate list \u2013 show a program still too focused on road expansion;<\/span><\/li>\n<li><span dir=\"ltr\" role=\"presentation\">We ask for important changes to the proposed FY 22-27 funding allocations in Prince <\/span><span dir=\"ltr\" role=\"presentation\">William County: fund the Old Centreville Rd Widening project (PWC-035) as an <\/span><span dir=\"ltr\" role=\"presentation\">alternative to the proposed destructive Rt 28 bypass (Alt. 2B) along Flat Branch;<\/span><\/li>\n<li><span dir=\"ltr\" role=\"presentation\">For the next 6-year program cycle, NVTA needs to ensure that local jurisdiction project <\/span><span dir=\"ltr\" role=\"presentation\">submissions better reflect adopted regional policies for climate change and equity; and<\/span><\/li>\n<li>NVTA\u2019s process for the Six-Year Program should facilitate meaningful public involvement from the start, including requiring public hearings prior to local government candidate project submissions.<\/li>\n<\/ol>\n<p><span dir=\"ltr\" role=\"presentation\">These points are elaborated on the following pages.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span dir=\"ltr\" role=\"presentation\">1. We support the overall direction taken by the staff and committees in their selections <\/span><span dir=\"ltr\" role=\"presentation\">from the candidate project list.<\/span><\/strong><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span>\u00a0<span dir=\"ltr\" role=\"presentation\">We applaud the selection and funding of all of the transit projects and most of the station <\/span><span dir=\"ltr\" role=\"presentation\">access, local street grid and complete streets projects.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span>\u00a0<span dir=\"ltr\" role=\"presentation\">We appreciate that many of these changes reflect attention to public feedback you <\/span><span dir=\"ltr\" role=\"presentation\">received and the importance of these projects for a more sustainable and equitable <\/span><span dir=\"ltr\" role=\"presentation\">future.<\/span><\/p>\n<p><br role=\"presentation\" \/><strong><span dir=\"ltr\" role=\"presentation\">2. However, we remain concerned that the slate of projects recommended for funding \u2013 <\/span><span dir=\"ltr\" role=\"presentation\">and the original candidate list \u2013 show a program still too focused on road expansion.<\/span><\/strong><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">65% of the candidate project funding requested was for highway and roadway <\/span><span dir=\"ltr\" role=\"presentation\">capacity expansion.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">55% of the staff recommended project funding is for highway and roadway<\/span> <span dir=\"ltr\" role=\"presentation\">capacity expansion.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">These amounts are far too much given the other regional needs for safer streets, <\/span><span dir=\"ltr\" role=\"presentation\">transit access, electrification, and climate resilience as well as improving our<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">transit, pedestrian and bicycle networks.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span>\u00a0<span dir=\"ltr\" role=\"presentation\">This emphasis on road expansion also ignores the reality of induced demand, that <\/span><span dir=\"ltr\" role=\"presentation\">widening roads is not a medium- or long-term solution for vehicle congestion, as shown <\/span><span dir=\"ltr\" role=\"presentation\">in the Coalition for Smarter Growth\u2019s <a href=\"https:\/\/smartergrowth.net\/resources\/report-on-the-wrong-road-a-massive-program-of-highway-widening-will-increase-driving-in-northern-virginia-faster-than-population-growth\/\" target=\"_blank\" rel=\"noopener\">On the Wrong Road in Northern Virginia report<\/a> <\/span><span dir=\"ltr\" role=\"presentation\">using the <a href=\"https:\/\/shift.rmi.org\/\" target=\"_blank\" rel=\"noopener\">RMI Shift Calculator<\/a>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span dir=\"ltr\" role=\"presentation\">3. We ask for these important changes to the proposed FY 22-27 funding allocations in <\/span><span dir=\"ltr\" role=\"presentation\">Prince William County:<\/span><\/strong><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">Support a better, less destructive Route 28 project in Prince William County by funding <\/span><span dir=\"ltr\" role=\"presentation\">the Old Centreville Road Widening project (PWC-035) as an alternative to the Route 28 <\/span><span dir=\"ltr\" role=\"presentation\">bypass (Alternative 2B) along Flat Branch. The four-laning of Old Centreville Road <\/span><span dir=\"ltr\" role=\"presentation\">combined with VDOT&#8217;s recommended Centreville Road\/Route 28 STARS improvement <\/span><span dir=\"ltr\" role=\"presentation\">package could effectively serve as a &#8220;Modified Alternative 4&#8221; for Route 28.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cb<\/span> \u00a0\u00a0 <span dir=\"ltr\" role=\"presentation\">This alternative project would avoid the adverse impacts to affordable homes in a <\/span><span dir=\"ltr\" role=\"presentation\">low-income minority and immigrant community from the 28 Bypass project and <\/span><span dir=\"ltr\" role=\"presentation\">would be compatible with walkable, transit-accessible economic development <\/span><span dir=\"ltr\" role=\"presentation\">and neighborhood livability efforts in the existing Route 28 corridor.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">To accommodate this project, shift funding from other NVTA recommended Prince <\/span><span dir=\"ltr\" role=\"presentation\">William projects.<\/span><\/p>\n<p><br role=\"presentation\" \/><strong><span dir=\"ltr\" role=\"presentation\">4. For the next Six-Year Program cycle, NVTA needs to ensure that local jurisdiction <\/span><span dir=\"ltr\" role=\"presentation\">project submissions better reflect adopted regional policies<\/span><\/strong><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">NVTA needs to require that local jurisdiction project submissions better reflect adopted <\/span><span dir=\"ltr\" role=\"presentation\">regional policies to provide alternatives to driving and reduce car dependence, support <\/span><span dir=\"ltr\" role=\"presentation\">transit-oriented land use, and achieve our equity and climate goals.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">Equity in transportation, a core value of NVTA, must address the disproportionate impact <\/span><span dir=\"ltr\" role=\"presentation\">of unsafe streets, proximity to traffic and pollution, and high personal transportation costs <\/span><span dir=\"ltr\" role=\"presentation\">that auto-dependence causes for low- and moderate-income residents and workers. The <\/span><span dir=\"ltr\" role=\"presentation\">Region Forward vision plan recognizes this in its goal to lower combined transportation<\/span> <span dir=\"ltr\" role=\"presentation\">and housing costs and to also improve access to travel options and allow more residents <\/span><span dir=\"ltr\" role=\"presentation\">to live in walkable regional activity centers with good transit. These measures also<\/span> <span dir=\"ltr\" role=\"presentation\">reduce travel demand on roads and highways helping those who must commute or<\/span> <span dir=\"ltr\" role=\"presentation\">access important services by car. NVTA needs to ensure that its member jurisdictions <\/span><span dir=\"ltr\" role=\"presentation\">consider who benefits and who is harmed by transportation projects.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">The region\u2019s Metropolitan Planning Organization, the National Capital Region <\/span><span dir=\"ltr\" role=\"presentation\">Transportation Planning Board (TPB), just adopted a greenhouse gas reduction target of <\/span><span dir=\"ltr\" role=\"presentation\">50% for the on-road transportation sector. NVTA\u2019s project selections should be tied to <\/span><span dir=\"ltr\" role=\"presentation\">achieving those reductions. TPB\u2019s climate change study showed that the region will need <\/span><span dir=\"ltr\" role=\"presentation\">to reduce vehicle miles traveled of passenger vehicles by 15 to 20% below 2030 <\/span><span dir=\"ltr\" role=\"presentation\">baseline forecasts, as well as rapidly adopt electric vehicles.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">Tackling climate change in transportation also provides more travel options, greater <\/span><span dir=\"ltr\" role=\"presentation\">proximity to jobs and services, lasting congestion management, and addresses<\/span> <span dir=\"ltr\" role=\"presentation\">inequities for households and workers regarding street safety, air quality, walkable<\/span> <span dir=\"ltr\" role=\"presentation\">amenities, personal transportation costs, housing options, and access to transit and job <\/span><span dir=\"ltr\" role=\"presentation\">locations. With new car payments now over $700 per month and gas at $5 per gallon,<\/span> <span dir=\"ltr\" role=\"presentation\">the need in Northern Virginia for more walkable, bikeable, transit-friendly, mixed-use and <\/span><span dir=\"ltr\" role=\"presentation\">compact communities with affordable housing is greater than ever.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u25cf<\/span> <span dir=\"ltr\" role=\"presentation\">Reducing per capita VMT \u2013 the need to drive for daily needs \u2013 by expanding <\/span><span dir=\"ltr\" role=\"presentation\">transportation options, transit-oriented land use, and transportation demand <\/span><span dir=\"ltr\" role=\"presentation\">management is also essential to meeting NVTA&#8217;s goal of reducing congestion.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span dir=\"ltr\" role=\"presentation\">5.
